Took a little while and some digging through the Internet, to find out that this is a "gorham" artillary shell cocktail shaker.
Made after WW1, during the 20's. This is one of the shakers in the book "Vintage Barware" by Stephen Visakay. I will be doing my best to find a copy of this book, as it is currently out of print.
I did find a website http://thejazzage.com/items.asp?grp=2 offering one of these for sale, in much worse condition, and missing the lower glasses and rack, for $700.00 US. I guess that means my $85 Canadian was well spent!
Stephen Visakay, has written the book on Vintage Bar Ware, Literally! In his book which I was lucky enough to aquire a copy of recently, this shaker missing the 4 glasses was valued at $1500-$1800 USD.
